Bruxelles, 20/11/2020 The Permanent Structured Cooperation (PESCO) in the area of security and defence policy was established by a Council decision on 11 December 2017, with 25 EU Member States. It offers a legal framework to jointly plan, develop and invest in shared capability projects, and enhance the operational readiness and contribution of armed forces. PESCO includes four of the five EU states that describe themselves as neutral (Austria, Finland, Ireland, and Sweden), and is designed to be as inclusive as possible by allowing states to opt in or out as their unique foreign policies allow. Some members of the Irish Parliament considered Ireland joining PESCO as an abandonment of neutrality. The coherence of these initiatives with PESCO and their orientation towards the agreed EU Capability Development Priorities is key to focus the new dynamic in European defence matters towards a more coherent European capability landscape and a full spectrum force package usable for operations and missions.

PESCO Member States are also expected to meet 20 specific defence policy commitments, including meeting agreed defence spending targets, the harmonisation of requirements and greater collaboration. When PESCO was established in December 2017, the 25 participating EU Member States agreed on 20 binding commitments in five areas*. These form the core of PESCO. PESCO is designed to contribute to making European defence more efficient, strengthen operational cooperation among Member States, connect their forces through increased interoperability and enhance industrial competitiveness.
